When we attempt to define small scale, or non traditional so called cottage food industries they are generally by definition locally owned or have locally produced products. therefore it seems logical that some priority be made to identify local owned conventional food business to the degree possible Having some familiarity with the issue it should be understood this can be a touchy subject It may well be the case that we are not ready for any significant pressure to identify local business owners who are concerned about not being locally owned. What of course is exactly local is unclear, and the distinction between regionally owned small business and national chains is probably a more useful distinction
On top of that we are also still stuck with the distinction between what we will call a grocer and a restaurant. At the local level this will translate into food growers as opposed to typical grocery store, and restaurants are better understood as anyone who does some food processing to be consumed by others
