Incorporating is a process or synthesis
More local control receiving information than applying for access- The idea here is that access to information may be filtered or blocked by the organizations or experts who are in control of it to some extent. Often this can be expressed in terms of how amenable the keepers of the information are in terms of responding to questions about it. In theory at least a community is free to do what they want with information they receive but their access to it carries a different set of complexities and limitations
Responses and planning to the complexities of communicating with outside experts and groups have several different avenues
1 A history or record of the group itself on different types of interaction with the wider public
2 A scorecard or objective analysis of how adaptable the organization is in terms of how much information they make available and how they respond to additional inquiry
Incorporating information in this context tries to capture an inside community perspective and gathering information and discussing information with sources outside the community The position can get fuzzy since people inside the community are generally getting information outside the community and then incorporating into knowledge that is seen as inside the community
